Paddeco Third Party Certification is pleased to announce the launch of its new Competent Person Scheme.
Compliant with the UK government’s Department for Levelling Up, Housing and Communities (DLUHC) competence standards for scheme operators, and meeting UKAS and the Competence Steering Group’s directives for third party certification, the scheme provides a framework of standards to ensure that installation operatives are competent and compliant in the workplace.
Accredited to the international UKAS standard, ISO/IEC 17024, relating to the conformity assessment for certification of persons, Paddeco’s scheme meets UKAS and UK government requirements that all installers are to be assessed against National Occupational Standards.
The aforementioned DLUHC states that all third party learning and assessments should be carried out in line with Minimum Technical Competence:
“Minimum Technical Competence (MTC) assessment procedures for assessing competence against National Occupational Standards.”
When referring to competent person third party scheme assessors it goes on to stipulate:
“Assessors and inspectors must be competent at least to the equivalent level in the relevant sector Minimum Technical Competence (MTC) assessment procedure.”
Our scheme has been created to provide a framework of standards to ensure that operatives are continually monitored and developed, ensuring that they are competent and compliant in the workplace and are working to the Minimum technical Competence, the National Occupational Standards. In-line with government guidance, operatives will be offered ongoing knowledge support, learning and development.
Furthermore, The British Standards Institution (BSI) document, PAS 8672:2022 Built environment – Framework for competence of individual Principal Contractors – Specification states that the Principal Contractor should:
Paddeco Certification’s Competent Person Scheme allows the Principal Contractor to identify those installers who are fully, legally compliant in their field and to easily develop their knowledge, skills, experience and behaviours, per the UK government’s Building Safety Act 2022, with ease, on a continual basis.
