Damper Declaration of Compliance Service

Paddeco’s Third Party Certification competent person scheme offers a route to certify that individuals, rather than companies, are competent and compliant in the workplace to perform their occupational tasks.

However, in addition to the certification of individuals on our competent person scheme, we also provide a Declaration of Compliance Service for the installation of fire dampers and smoke control dampers. This ensures that dampers have been installed to the correct standard and are therefore legally complaint.

As this area of our business continues to grow, we unfortunately learn of an increasing number of companies offering a similar service but who are not qualified to do so. In many cases, on-site inspections are being undertaken by individuals who are simply not qualified to do so.

As per the Building Safety Act 2022 (item 35) and Part 2A of the Building Regulations, all individual installers should have the skills, knowledge, experience and behaviours (SKEB) necessary to undertake their role. SKEB can be found in the relevant National Occupational Standards (NOS), which in-turn are achievable via a minimum Level 2 qualification.

Unfortunately, many individuals (inspectors) undertaking damper inspections do not hold a relevant qualification and are therefore unaware of the relevant NOS upon which their inspection should be based.

If your inspector is not qualified with a NOS-based qualification, then they are unfamiliar with NOS and therefore cannot legally inspect and sign-off your dampers.

All Paddeco fire and smoke control damper inspectors hold the relevant occupational qualification(s) and measure every installation against the National Occupational Inspection Standards.

 Features of our Declaration of Compliance Service include:

• Our licenced inspectors visit the workplace to inspect fire and smoke control dampers and ensure they have been installed to manufacturer specifications and in-line with the BSEFSD National Occupational Standard.
• We determine whether or not the individual who installed the damper(s) is legally compliant to do so, against the competence requirements of Part 2A of the Building Regulations, 2010.
• Our inspectors ensure that the classification of selected damper meets the requirements of the compartment wall’s fire strategy, into which it has been installed.

• The installation will also be measured against the BSEHV06 National Occupational Inspection Standard.
• Meets the fire safety information requirements of Regulation 38.

• Following the visit, we produce a Declaration of Compliance certificate which can be presented to the client / building control / principal contractor as evidence that damper installations meet legal competency and compliance requirements.
