For whom is this qualification suitable?

This qualification has been developed, and approved by the national regulator, for people who clean industrial and commercial ventilation systems and should therefore legally have their skills and knowledge certificated against the National Occupational Standards, to meet competence and compliance requirements.

What is the qualification content?

This Ventilation Hygiene Certificate qualification comprises six mandatory units, including the Health and Safety, and provides a platform for upskilling within the ventilation sector, including cleaning, inspection and testing. Individuals will be assessed against the NOS (National Occupational Standards) performance and knowledge criteria of each relevant unit.

Units include the BSEBSE01 (J4FC 04) Apply Health and Safety in the Sector, BSEBSE02 (J4FD 04) Establish and Maintain Relationships in the Sector, SUMMES7 (J4FF 04) Prepare to Carry Out Work, and the BSEHV11 (J4FL 04) which is the National Occupational Standard for ‘Cleaning Industrial and Commercial Ventilation Systems’.

But I have received TR19 and/or NAAD21. I am ‘TR19 compliant’. Is this qualification necessary?

Absolutely. Whilst TR19 and NAAD21 are codes of practice that contain valuable information, they serve just that purpose – to provide information. An individual cannot have their own personal skills and knowledge MEASURED against a code of practice; who’s to say that on reading one of these documents the individual will have 1. Understood everything 2. Have the ability to implement that knowledge into their everyday work? 

Would we allow an individual to drive a car simply because they have read the Highway Code? There would be no testing of their Highway Code knowledge and certainly no measurement of their ability to drive a car, i.e. their skills (performance).

Only by achieving a qualification can an individual’s skills and knowledge be assessed and measured by an independent, third party. 

As per the Building Safety Act 2022 (item 35) and Part 2A 11F of the Building Regulations 2010, all operatives should have the skills, knowledge, experience and behaviours (SKEB) necessary to undertake their role. SKEB can be found in the relevant National Occupational Standards (NOS).

You may say you are ‘TR19 compliant’ but:

  1. What does that mean? Have you achieved a TR19 qualification to prove that work is being undertaken to the requisite standard.
  2. You can’t be ‘compliant’ to TR19, as it contains no defined skills and knowledge, unlike the BSEHV11. So you are not LEGALLY compliant because you have a copy of TR19. Any scheme that tells you otherwise is wrong. 

Once again, you cannot say you are ‘Highway Code compliant’ and legally drive a car!
